The wiring in the picture does not look nice, it's like a rats nest, but are any regulations being broken? Thanks.
 
Try and arrange it so that the greys are not in contact with the pipes.

Pipe insulation could assist this where required
 
I think I'll put the wiring in the left channel.
Even if there is enough slack in the cables, getting them across/through the joist in a safe and reg-compliant fashion would not be a trivial/ straightforward exercise. Those two grey cables in a notch in the right-hand joist, just under the edge of flooring, are potentially dangerous (at danger from nails etc.) and not reg-compliant - and that's certainly not the way to do it. I'd be inclined to just leave things as they are - but put some adequate metal protection over those notched cables I've just mentioned.

Two of them are notched in the topof joist by the look of it.
You can get armoured plates that go over them to protect them

Have you sawn all them boards out, then your lucky youve not gone through them
 
If you're sticking with cables notched into the tops of the joists, try to move them over so they aren't where one would expect the nail to penetrate.

Indeed - if they were cut 'in situ' (which they may not have been), then whoever did the cutting (which, of course was not necessarily the OP, given that someone had previously installed the pipes and cables) must have used a clever depth-limited sawing device (and got the setting just right!). Mind you, we cannot tell for certain from the photo that the cables are totally intact at the point of the cut - the OP certainly ought to check that, if he hasn't already!

As an aside, this caused me to recall that my attic has similar notched rafters just under the flooring. We moved in around three years ago and I noticed that the previous occupant had used a sharpie / marker to trace the route of the cable across the flooring with "MAINS!" written every foot or so.

So not an ideal situation but at least he seems to have mitigated against the most obvious dangers.

I inherited something very similar (paint, not Sharpie) on floorboards under the carpet in many habitable rooms in my house. As you say, not ideal, but far far better than without the 'warning markings'.

Those two cables that are in notches are disconnected from the supply. I knew that before taking up the floorboards and knew they were there.

I cut the floorboars actually with a grinder. Because I had to go through nails.

And yes, I did cut into those cables. I should have realised that was on the cards before I started cutting. It's no problem though as I'm possibly removing those circuits. And if not I'll put new cable in.

It does illustrate the issue though, of making sure cables do not just sit on top of a beam in a cut-out. This needs actioning.
 
I'd rather not put the old floorboards back but wood sheet. I need 20mm thick sheeet to make two "covers". I'll have to source something.
