TFL wiring

Whilst waiting for a tube last night, I noticed a rat's nest of filthy cables coming out of the top of what looked just like a length of soil pipe, (but was probably 6" cast-iron conduit), which then ran off in all sorts of directions into the roof etc over the platform.

One was labelled "SFA CABLE".

Presumably it does nothing.

I thought it was a regs book at first .
I wonder if they sell T&E with these SFA markings ????, a few jobs I have seen could have used plenty of it.
