With regard to 1 or 1.5mm wiring for upstairs lighting that is in the loft space, is it ok to span the ~600mm between joists (ie. the shortest route/least cable needed), or does it need to be clipped along the truss/timbers, up to the apex of the loft, along, and then down the closest truss ?

I believe that they can also be boarded and insulated over, assuming that they are not carrying high loads such as an electric shower, and any junction boxes need to be accessible

Better along, up and down- if you span gaps someone will trip over the cable or crush it when boarding out.

Though, be careful making such "ah, it's a tiny" assumptions about current carried on a circuit when the load can be easily swapped out for something 10 times higher (e.g. swapping a 5W LED bulb out for a a 50W halogen).

Ensure you install a breaker suitable for whatever derating applies to the chosen method of insulating the cable :)
