One of them is either broken or incorrectly wired.
Try:
Turn the supply off the light and leave off for 15 seconds or so. Then re-apply power and leave it to setup again.
Check:
Check the live is connected to the live IN of the PIR, and not the OUT/SLAVE/LAMP terminal.
If you are sure you have done this, the fitting is faulty.
