Wood block flooring

The block flooring I am considering has fairly even coating of bitumen, the t&g is very clean, The coating is fairly pliable. Do I really have to scrape it off or can I lay as is and if so would using bitumen be best. I have read on earlier post of bonding success between bitumen and wood glues. Can I lay directly onto slate tile/ ceramic tiles?
I am trying to weigh it up as to whether to go forward with purchase.

You can't install directly on slate or ceramic! the adhesive will not bond.
And yes, try to remove as much bitumen as possible.
