Woodfibre isn't (in my eyes) really suitable for 'solid' subfloor to glue (and nail) parquet blocks on.
If you are looking for a solid subfloor, use 'Industrial-grade' unfinished oak mosaic tiles (8mm thick). Glue that with parquet adhesive to the concrete. Leave it for a day, sand it to create a smooth and level surface to glue (and nail) your parquet blocks on: most stable solid flooring you can get.
