Ok you missed a couple of my questions - I'll guess that this problems happens regardless of system being hot/cold. I imagine there is NO heat coming out of the boiler due to short burner cycle.
The constant light stands for Overheat, but I don't see why it would get to that stage after only 2 seconds...
Has any work been done on the boiler recently?
If you leave the boiler for a while (to cool), then have someone reset it whilst you touch the pump (in airing cupboard or near boiler), can you feel the pump vibrating?
Do you have a sealed system or open vented?
Do you have a Y or S plan system (one 3-way valve or two 2-port valves).
If you're unsure about the above - quick google will fill you in
