Worcester Bosch life 8000kw limited range rating 50%

We have a 40kw life 8000 combi WB.

It is meant to have 10x modulation but I think this can only be range rated 50%down (17.5kwh from the 35kwh central heating

Any idea why? I might get the “why buy a oversized boiler” well it does 2 showers for a combi very well.

Why do you think it be down rated to only 50% (I haven't the manual)
