Yellow streaks and liquid paint!

Living Room was painted a few days ago with vinyl matt. We then had some work done on repairing the floor. After that was finished I noticed some yellow streaks on the paint work and got a damp cloth to see if it would come off. All the paint on the wall started coming off - it had turned back into liquid and the yellow spread out into a big patch. Went to Brewers for advice and he said this can't happen with vinyl matt. What has happened and should I just paint over it?

Depending on what work you had done to the floor after painting, it sounds very much like condensation forming and running down the walls. This can cause fresh paint, especially matt, to wash off.

If the floor repairs involved any form of moisture, eg concrete, screed or even some glues, then this would most likely be the reason. The big patch could be just a point where most of the moisture gathers. Otherwise you need to check for water ingress from other sources.

Everything needs to be fully dry, including the floor, before doing any further painting, which should be all that is required if there is no other source of moisture.
