You're right, I missed the point that as yet the cable is not connected to an OPD. :D
 
Slightly dubious, as a cable on it's own isn't a circuit, so an existing cable on it's own isn't an existing circuit.

So if you disconnect a circuit, as the OP has done, it's no longer an existing circuit? You should disconnect a circuit before adding anything to it, so saying it's no longer a circuit would render the permitted work meaningless. There is, of course, nothing to suggest that the circuit can only be disconnected for a set time before it no longer is a circuit.

The OP kept saying he was going to get a sparky to add an MCB, so this clearly is just a cable on its own.

And it's been through use, disuse, demolition and building work - it really should be checked, and I doubt that he can do that.

This is irrelevant. The OP asked if he needed to notify. He can do as he says he'll do, carry out the work for which he feels competent and get a sparks to do the bit he doesn't. That's got nothing to do with the need or otherwise for notification.

Also, a much better design than FCU(s) in the garage would be a small CU, which is notifiable.

Indeed. But grossly expensive if the choice between a small CU and an FCU is over £100 as a result of the notification fee.

It may be irrelevant to the specific question asked, but that doesn't mean it's not good advice, nor that the cable shouldn't be checked asap, before any assumptions on its re-use are acted on...
