my situation:

three layers of paper on walls, first two come off easily last one which could be lining a noghtmare to take out.
Under the paper plaster looks okish but with many hairline cracks. Some paint remains on the wall btw.

So here is the plan:

1) take out wallpaper with knife and hot water.
2) clean walls with hot W and soap
3) fill cracks with decs chalk
4)line
5) two coats of Dulux paint.

Is this right? Do I need to use a primer or change the order of things?

That b...d last layer of wallpaper is a nightmare. To me it looks easier scraping it without wetting the wall (ie just sticking the knife behind it and pulling it out).

it is vital to get all the old paste off the wall before painting it

I find a broad metal scraper, and hot water with a brush, is the best way to get it off. You keep wiping the scraper clean until it can't get any more off.
 
If your going to paint, then you must wash the walls down after you have stripped, Sugar Soap is good for this, as it will remove all the paste residue, and any contamination, which if isnt washed off properly can react againt your nice new paint, also if you do use SS, dont forget to rinse the walls with clean water.
 
Caulk can shrink in large cracks id use ordinary polyfilla personally..

Dont forget to size the walls first before you line them..use 1000 grade lining.

what do you mean by sizing?

do you mean using pva?

also how many coats of paint over the lining paper should i give?

A coat of thin wallpaper paste or glue size to slow down the absorbtion on the surface of the ceiling.

Two should do ya...thin the first one out by about 20% first though
