Hi
Room walls were painted 3 years ago with Dulux polished pebble (greyish colour) emaulsion satin.
The plan now is to paint over with Zinsser perma white satin.

Will sanding with 120g, a couple of coats of Leyland undercoat primer then 2 coats Zinsser do the job? The walls are plastered smooth no repairs required.

Thanks

Zinnser perma white is self priming although some surfaces like new plaster or old oil gloss etc would pay you to use a primer. A light sand with 180 grade so you don't scratch up or go easy with the 120 grade sandpaper and a wipe over with a damp microfibre cloth is all you need to do.

Read the online perma white data sheet on surface preparation and follow

Because of colour change from dark to light, I will sand with 180 g the appply 2 coats of primer undercoat then the permawhite as required.

You won't reduce costs.
One undercoat and two top coats or three top coats only.
Up to you.

I think undercoats to get wall from grey to white and 2 top coats zinsser should work I hope.

Just that durable paints have resins that don't half stick.
Splash some on floor or uPVC and you soon find out how well they stick.
They also level out nice.
Longer drying though and longer recoat times.
Undercoat isn't always so smooth.
Needs a denib.
Quick drying and recoat times though.
There are differences that can effect how it looks and speed of job
