readings using tester

could somebody tell me what readings i should get when testing lighting as i have a reading of 230v between phase and earth,230v between phase and neutral,and 230v between neutral and earth but no lights on is this a neutral fault ie loose connection.Thanks for any input.

Where are you testing
What are you testing with
IS this two plate or three plate wiring
Are the lamps in or out
What were the reults of your continuity and insulation resistance tests
