If by "socket outlet" they mean "accessory" there would be absolutely no need for the exceptional mention of the 3-gang. The fact that they need to point out that the 3-gang is 13A in total can only mean that a double socket outlet is rated at double 13A, i.e. 26A.
Plus, of course, a rating of only 13A per accessory would not comply with BS 1363.

Thanks BAS. Also, whether a double gang socket is 13A, 20A or 26A is not an issue. In a kitchen, there could be 3 or more accessories (20A isolators, 13A FCUs, 13A sockets) all within a few centimetres of each other with just a few centimetres of T+E between them. How the load can get concentrated at one end of a ring final circuit by a bad design is irrelevant - get a competent sparks in and take their advice. They can certify their own work and notify building control into the bargain.
Don't use ring finals for circuits serving kitchen appliances.

Although you could argue that the difficulties identified here mitigate against being able to comply with 433.1.5, and as you know that once you've swung back onto your transport and ridden home the installation is not going to be supervised by a skilled or instructed person then maybe when you consider 132.1 and Chapter 34 you are not exercising reasonable skill and care if you choose a ring final for someone's kitchen....
