It is not an approval to proceed or not proceed.

As after all, nobody needs the approval of a doctor to proceed with an abortion. If they did, it would surely say it in the abortion act.
How does a woman proceed with an abortion without form HSA1 being signed by 2 doctors.

Does she pop into boots and say "nah don't bother with all that form filling, gimmie some abortion pills and please can I pay for this meal deal at the same time"

10% of forms go missing, are incorrectly completed or the subsequent notification form missed. All these terminations proceed and they do without any criminal offences being committed.

It's predominantly about the word "approval". Illegality or not, of failure to sign the HSA1 doesn't really help.

Is it up to you to decide how somebody goes about making their argument? A huge amount of weight has been put on the importance of signing the HSA1. Aren't you even a tiny bit curious about its actual legal status?

We received evidence that the two signature requirement is an artefact of the legal basis of the Abortion Act 1967. Dr Peter Saunders, who spoke to us as a representative of the Alive & Kicking alliance, summed it up:
