Anyone recognize this rad valve?

recently had to repipe excouncil house 70s built with similar valves because it was 1 pipe.
they are often completely stuck and the only thing you can do is cut the pipe, and put in service valve to see what happens when you open close.
the house i did had a dozen rads, and not 1 valve moved any which way.
