flue question

My next door neighbor just chapped the door asking me to look at his boiler as someone from a large firm has been out and turned it off.

The flue turret that fits to the top of the boiler is split below the FGA nipple, is this categorised as AR, it's on the air inlet side of things ?

We live in a CYA world. If they left it on and the inner flue started leaking this could leak into the room. I would have done the same. Peace of mind, even thought it looks over the top i would rather the customer be cold for one night than have to go to their funeral.
