Whats the best thing to use? Hammerite?

Its been painted before and it's now flaking quite badly. I can see red primer underneath but I'm unsure what's been used for a top coat.

The post is outside and its just to hold a cctv and a light on top.

I’ve done this with my washing line posts.

I used the proprietary Hammerite red undercoat followed by Hammerite top coat. It’s stood the test of time.

Incidentally, Hammerite have changed their formula. I took a tin back to my local paint shop because it was very thin and had nowhere near the adhesion and cover of Hammerite. According the the guy in the shop they have changed their formula. Customers were complaining that the touch-up time was too long (days), so they changed it.

It’s now a far inferior product in my view.

One more thing - you can’t wash your brushes in White Spirit after using Hammerite.

I always found it cheaper to just throw the brush away than buy the Hammerite cleaners :D
