Constant Water heating upstairs radiators?

I'm really sorry if this is a stupid question!!

I've just moved into my new house and I noticed this morning that whilst the water was on constant, my upstairs radiators were hot even tho the heating was not on.

Is this normal or is something broken? My heating is from a back boiler if this makes any difference.

Hi Seco,

I'm not sure, how can I tell? The boiler is downstairs behind the fire and the tanks are upstairs in a cupboard.
