is this damp?

Hi there,

I'm new to this forum, and have just moved into a new build house. at the rear of it, is an undercover parking area. The breeze blocks that line the 'undercroft' are also the back of the terrace houses. I'm a little worried about a dark patch of breeze block, which is at the back of my terrace. I'm wondering if anyone can tell me if its damp? It doesn't occur anywhere else in the undercroft, so i'm concerned that something hasn't been done properly during the building process.

could you clarify a little what is on the other side of this wall? is it just a retaining wall built into the slope forming an underground parking area? when you say it forms the rear of the terraces what exactly do you mean, are the terraces on the same side as you taking the photo and just further down the breezeblock wall? If so they will have a seperate cavity wall to this retaining wall.

Hi there, thanks for replying.

On the other side of the breeze block is actually my bedroom. I'm assuming there must be some form of cavity in between, but I know nothing about structures. The undercroft car park is where the back yard is, normally on a standard terrace.
