Can you render directly onto already painted exterior bricks

I was wondering if its possible to render the exterior brickwork of my kitchen when it is already covered in flaking white paint. Or do I have to remove all the paintwork from the bricks first before commencing the render.

only way is remove paint by scabbling the brickwork or fixing eml to brickwork.
