What's this wire?

Without digging up my front drive, it will be hard to track back.

The cable is approx. 18'' depth(450mm)

The larger cable looks most definantly like an older direct burial SWA telecom cable - Newer SWA cables used by BT have a grey sheath, not transparent. Ducted cable is black in grey duct.

The white one is a little odd. It could possibly be a cream coloured earth wire?? Difficult to tell.

I wouldn't worry yourself, I would just pour your concrete.

I thought it might be the earth for a party line. these were sometimes connected to a rod at the telegraph pole. That might make more sense.

You can get SWA telephone cable, used some recently.
Often used when there are no poles at the roadside
