I want a combi boiler with a vertical flue for a small flat driving 2 medium rads and a towel rail. The boiler size calculator suggests 3kW maximum heating load. Are there any that can modulate down to under 2kW heating?

Put in an Electric Panel heater - it will be a lot less bother!!
P.S. are you sure you have done your Calcs properly?? ;)

the pilot from an old BBU would suffice for this job!!
not a great lover of electric wet heating, but it could be an option here, given the small output i cant see the leccy bills being too high, you say you need a vertical flue for the boiler, these get expensive to fit when you take into account all H & S issues, however if you are sure you want a combi 9for the hot water side) then any of the 24kw combis will work fine, they electronically modulate down to the load you require.

Vertical flue should be OK as flashing immediately above has to be replaced anyway. Another alternative might be an unvented cylinder hung off 1825 brick wall instead of the boiler with space for washer underneath. Ceiling height is only 2.15m.
