It looks to me like the original rawl bolt. The bit that opens up goes into the hole you drilled and the thing you are fastening goes on the other end and the last nut is tightened to hold it.

Talking of clutches: I was walking along a main road near me the other day, and saw a clutch plate in the gutter.
Now, its a busy and quite dangerous main route into Bristol, and as such its quite common to see bits of bumpers, lights and wing mirrors lying broken in the road.
On seeing the clutch plate, the first thoughts that went through my head were 'jeez, how bad was that accident?'

(Think someone had just dumped it there)
 
I think it's for leveling some kind of engineering table, the kind they use for setting laser equipment and that kind of stuff on.
 
Looks very similar to part of a tool used to cut into to live water mains.
 
The device has a nylon sleeved expander at one end, so it is a bit more than an adjustable table leg.

The expander fits into a tube, is cranked up via the little screw at the end, whilst the larger turn wheel pulls on the tube.

It actually came in a tool box of bits and bobs(mechanics).

I also though it was a clutch alighning tool, but can't see why there needs to be so much material on it to do such a simple job?.
 
Could it be some kind of flaring tool, for flaring the end of pipes?

That's for bolting the very heavy steel/granite surface or measurement table to the floor.Tthis is the kind of thing I meant. Some of these are bolted to the floor and have to be very level as they are used in industries like aviation & defence etc for setting up equipment.
