Wall plate fixing

Hey guys, bit of advise from people with experience.

Can you tell me what my wall is made of (pic below)

Id guess it's a type of concrete block work. The house was built in the 1960s. Would you guys know if it's a light weigh or dense block work??

I would also guess that the block work is about 4" thick?

Question is......
What would be the best fixing to attach a wall plate to this type of block? I was looking a sleeve anchors, but do you guys think it might blow the block work. Would you only drill half way into the block to fit such anchor or right through the block?

What you propose should be fine. Fix at appropriate centres, only so far into the block, dont blow thro.
What will the plate be supporting?

Will be a mezzanine floor. No great load weight. Extra storage.

One end of the joist will be hung from the wall plate via joist hangers and the other end will be sat on a steel/wall.
