heating control set at minimum. boiler heats up and maintains temp at 75' Any advice?

Does the demand for CH turn the boiler on?

If so there seems to be a temp control problem.

Does the temp increase if you turn the CH temp to max?

No . The temp remains the same with heating control in max position.
Regulates at around 75'c. Burner is on/off at about 15 sec intervals continually. Would this point to any specific component being faulty?
