mystery immersion heaters blowing

ive a dual economy 7 hot water cylinder and both immersions were changed last week after they both broke together. i thought it might be a power surge as i live in a block of 10 flats and maybe a neighbour is messing around with the electrics.now theyve blown again and a circuit pen tells me there is power going to the immersion. if i use a voltmeter hom many amps am i looking for please as i measure the voltage at the immmersion.

This question suggests you really are out of your depth and safety zone.

Volt meters measure volts and can be use without disconnecting any connections. Amps are meaured by amp meters or multimeters set current mode in series wih the load and both require connections to be dis-connected to insert the meter into the circuit. ( there are clamp on meter, I doubt you have one of these).

With the power turned OFF you could measure the resistance of the heater elements and whether the thermostat is closed ( near zero ohms ) when the water is cold. You could also measure the safety cut out ( a thermostat that operates to cut power if the main thermostat has failed to control the water to a safe temperature.

The chance of two elements failing together is slim, did you see the removed elements, it seems more likely the problem is elsewhere maybe the control box, especially as you say they have both failed again.

Ohms law will help you work out the resistance for a 3kw element

Did the circuit fuse(s) blow?
It's usually a 15amp fuse or a 16amp breaker (often coloured blue) in the fusebox.

That is exactly what I was going with in #2 but I think others have frightened him away or he is the bloke who changed them.....?....
