Hi does an electric towel warmer which is painted white need to have supplementary bonding or does the earth off the element suffice?

It does not need supplementary equipotential bonding if all the circuits in the bathroom are 30mA RCD protected and all your main protective bonding is in order ie gas/oil and water bonded.

... and all circuits in the bathroom meet disconnection time requirements, and all extraneous-conductive-parts in the bathroom are 'effectively connected to' the MPB.

The paint makes no difference one way or the other.

Bearing in mind the provisos in the above replies, the answer to both parts is it may.

There is not a blanket answer because it is a radiator - or anything else.

Is the casing of it an extraneous-conductive-part, or an exposed-conductive-part?

It the cpc connected to it the cpc of a Class I or a Class II appliance?
 
well it is a conductive part of equipment which can be touched and which is not normally live, but which can become live under fault conditions
 
Well - you are officially qualified in knowing what the Wiring Regulations say.

Does that make it an extraneous-conductive-part, or an exposed-conductive-part, and given that what are the requirements for supplementary bonding?
