What is this pipe?

Hi there...

I've just pulled out a warm air system in my flat, built 1970.... Hiding behind two of the ducts was these pipes, one on each side of the flat and they go down through the floor and the lower floor flats. I can't work out what they are? They just stop in the loft and don't go anywhere. We have plastic gutters on outside of building... Could these be the original gutters? If so, do you think I can rip them out? Then would I have to fill them in somehow?

Thanks for your reply. There's no gutter above or anything coming out the roof... it seems strange to me as it's set back from the edge of the roof so I would have though it wouldn't be the right position for a gutter if you see what I mean?
 
Maybe there was a flat roof when built then a pitch put on later :idea:
