Latex/screed floor problems

We've just had our garage converted and our builders have laid a screed floor. Unfortunately soon after it was laid it started crumbling and holes were appearing in places, as electricians and plasters came in to do their work and walked all over it, they did put black sns plastic sheeting down to protect it though, but it obviously didn't hold up too well. The builders solution to remedy the problem was to lay latex over the top of the screed. This has solved the problem however white/grey circles/rings have appeared all over it which appear to be spreading (see photo) and I am wondering why? We have also noticed mould is appearing at the base of the skirting board (see photo).

Did the builder paint on one or two coats of liquid DPM (generally a green liquid) before laying the latex? Have you checked the moisture content of the floor? Looks a bit like damp coming through the floor is affecting the latex - possibly the concrete/screed haven't cured fully first

Hi. Yep I thought it might be damp coming through from underneath from the uncured screed, the floor below the screed was old concrete so won't be any moisture from that. I'm not sure if they put DPM on or not before the latex as I didn't watch him to the work, what's that for? Do you know if the floor will dry out or does it need to be redone? Also not sure how to check moisture content of the floor.
