Bathroom ceiling is 2380mm -> don't need an IP rated light?

In all the diagrams I've seen, the zones finish at 2250 mm - does it mean any downlight is acceptable? (fire/acoustic suppression notwithstanding)

Electrically speaking - yes -

but they should still be suitable for the environment, i.e. the steamy atmosphere and you may not want holes in a bathroom ceiling.

They will still require to be IP rated, but the rating will be related to the environmental conditions, rather than the zone!
Building Regs Part C would be worth a look at, regarding resistance to moisture (Walls, Floors, Roofs)
