Attaching rubber strip to concrete floor. Do I need to

I am attaching a rubber seal under garage door to stop draft. I received a adhesive with it(looks like some soudal version of hard as nails).

Should I pva the concrete floor before I use adhesive and attach rubber seal?

No.

No, just clean and remove dust, the Soudal stuff when I used it seemed not to stick too well to the rubber, but I tried it anyway and it worked out OK just don't be tempted to pick up the end to see if it has stuck!
