No - dimmer is broken because you overloaded it by using an incorrect type of light.

You have to throw it away and buy a new one.

It's rated 300W tungsten - what did he overload it with (maybe I missed something?)

I didn't read further down the data sheet.

I foolishly expected

to be accurate.
