No - dimmer is broken because you overloaded it by using an incorrect type of light.

It's rated 300W tungsten - what did he overload it with (maybe I missed something?)

That's why I said the dimmer may be bust. It could just not be suitable for the load.
I didn't read further down the data sheet.
