Living rooms have shrunk?

I may be wrong or it may be simplistic, but -

wouldn't all the objections and examples that Notch is thinking up alter the value of the land and hence the tax?

For example:
Example starts with two identical plots - one with big house, one with small house to explain the principle.

Then Notch asks "what if one can't get planning permission?" or "What if one is in the green belt?".

Well, if that is the case, they are NOT identical so the values won't be the same.

How would the department doing the valuation know whether planning can be obtained or not?

Without that knowledge, the land value cant be known.

Land Valuation Tax is generally valued on rent. It doesnt make any assumptions about planning.

So we return to my point made long ago, LVT cant be separated from planning.

Ok. Taking that as the present situation. You decide to sell half your garden valued at its present value as it is.
Would you apply for planning permission, which, if granted, would hugely increase the value or sell it cheap at its present value.

Surely it can. Unless you have planning permission it is worth what is it worth without planning permission.
 
The council tax on my house depends on its notional value at some date in the past.

How can notch allow this without a change to planning laws?
