I think the supermarkets are to blame as they state what they will pay in order to attract the shoppers (us) who go to the cheapest.

Why do you not report them for not paying the minimum wage?
They must pay at least the minimum wage: £313 per week.
If the farmers pay more (let us assume that farmers are not raking it in, and are just making a living wage) the cost of the produce must rise. Otherwise the produce rots in the fields. That is no good for anyone.
If the produce rots in the field, tax take is reduced, farmers go bankrupt, people are out of work or cannot afford the increased prices, or resort to helping themselves.

The real difference is that migrants (mainly young people) are willing to travel often long distances to/around the UK to work at the drop of a hat, and move on when the next crop is ready.
Whilst some indigenous folk could be considered too lazy/'discerning' to do such menial labour, the logistics for many make it difficult for there to be a marked change in those who will be needed to do the harvesting in the future!
