Should my water heater be switched on?

We have a Oso Indirect 20 RI unvented water heater and have no real problems in getting hot water.

I have however noticed that the switch in the photo is not on - should it be?

I don’t know if we would get more hot water or use less energy as a result?

I have no clue on any of this!!!

There is some power going in at the bottom too

No. That is an electric immersion heater, intended to be used if your gas boiler is broken.
If switched on it will heat the water, but will take a very long time and cost 4x more than gas.

That water heater should supply all of the hot water outlets in the house.
