I might be asking for the impossible here but as you can see in the picture I have a bidet (that has to go) that sits on the tile. If I can cap the two water feeds then I will get away with just filling the tile gap afterwards. I have no spare tiles so cannot just replace it. Any advice as how to cap the two water inlets without removing the tile and leaving a flush finish (no pipes extruding). To add to the puzzle .. I have no access underneath to be able to do it from below!
The waste pipe is easier to manage as I can cut that flush, bung and seal..

I’m not sure it’s possible what you’re asking. Is there no way of finding where they tee off and cap there? Then you could just cut at floor level and fill.
Have you checked to see how much play is on the pipe once they're disconnected from the bidet? There may be enough (15mm'ish) then just cut the pipe the height of a slice, 2 soldered caps and just push the pipe down
