Thats the deal breaker, its not permitted development you need full planning and you wont get it.

We do. But there is a stringent vetting process ..... and a waiting list.

Its fine as an outbuilding, but its probably too big for the plot and you should consider:
- the usage type, it sounds like you are considering running a business?
- any foundation digging in close proximity to your neighbours wall - party wall act
- Any possibility of causing damp on your neighbours wall
- How you will access and maintain it with just 25cm gap each side.
- where the water will run off to.
