Regs for fire break

Between 2 floors in a flat
So I've got 12.5mm existing plasterboard ceiling, I should imagine this is normal plasterboard, I'll be putting an mf suspended ceiling in below this with 50mm isover acoustic roll and 2 layers of 12.5mm 'sound block'
I'm out of fireline and have too much sondblock and sure I've read 60 mins fire break between floors, so the above would be more than enough?

1 hour in most situations, what height is the floor above ground level.
 
If I've understood that correct, ground floor, floor level to first floor, floor level approx 2.9M

One flat, or separating two individual flats?

If you already have 12.5 ceiling, then what is the current status, ie if this is acceptable now then what is the actual problem?
 
There being converted, sorry that bit of info prob would have helped, so first and second floor will become two seperate flats, own electric and water, shared stair well and front door.
