Got an area under a huge pine tree which gets lots of stuff falling on it. The flats have got a landscaping company to put 40mm thick slate underneath. My concern is will I be able to blow all the pine needles etc off it to keep it looking clean?

Good grief, broom, pressure wash, scrubbing brush and bucket of water, it's just cleaning. Use algaeside.

Slate chippings then? Bit confusing as your post says they've done it but the pic doesn't show any slate.

Yeah I believe they're chipping. Sorry if my explanation was confusing. 40mm thick ones. Would u be able to blow all the needles and leaves etc falling onto them from the massive tree above?

Why don't you just try it?

I'm confused. Are you saying that you have 40mm slate chippings under the flower beds or are the slate slabs?
Either way, if they have a layer of mulch over them then you will simply blow the mulch away and disturb the plants. Best to wait till the needles have fallen and then gently rake the bulk of the needles off. They will form a blanket on the ground and help protect the plants from frost if you leave them.
