No vent in toilet?

We have (today) started smelling drain smell from around the downstairs toilet. I've had the drain covers up outside and everything seems to be running fine. The house is only 6 years old but I can't see an exterior toilet vent from it or the main bathroom above it although they both have extractor fans. There is a vented toilet on the opposite side of the house from the en suite bedroom.

I've found the following statement on a planning portal

"Any new kitchen, bathroom (or shower room), utility room or toilet should be provided with a means of extract ventilation to reduce condensation and remove smells."

Does an extractor fan meet the above requirements?

Usually yes. The smells is usually to do with something else though, not as a means of drain smells. Have a look for a loss of trap seal, or a connection that’s possibly loose. Also does the drain vent via an air admittance valve?

Any strange/ odd boxing in within the room, could be floor to ceiling or shorter in height. Around 8" square.
 
Builder just got back to me. There's a Durgo vent in the roof space. Is there any way this could be faulty and cause the issue?
