Advertising board impact on building structural integrity?

I live in a flat which has a large digital advertising board on the side of the building. This replaced a non-digital one a few years ago.

The building is a Victorian property and there have been relatively minor cracks in the walls for some years, but I am wondering if this could be exacerbated by the weight of the advertising board? I’ve tried researching online but there doesn’t seem to be any information available on these new heavier digital advertising boards and their potential impact on building structure?

I've done the structural checks / designs on many many different buildings where new digital advertising screens are to be installed (and a fair few advertising gantries / towers).

It's usually possible to justify the masonry for the weight of the screen. While digital screens are usually quite a bit heavier than the traditional bill boards the dead load is often not the most critical factor.

It's a case of assessing the wind load in the area, and working out what forces will be applied to the wall / fixings, and then design accordingly.
Sometimes it's necessary to provide limitations on where the fixings can be positioned, ensuring the fixings are a relatively short distance from a restraint (floor or buttressing wall for example. Then it's a case of checking the masonry for any additional flexural forces induced locally by the fixings.

A structural assessment / design should have been carried out prior to installation of the screen, including the above and pull out tests on the fixings to confirm capacity of the masonry. The cracks are not necessarily a huge problem as long as they are sufficiently far from the fixings, but they too should have been considered during the assessment. I would probably have recommended stitching the cracks with helical bar and resin.

Would the structural assessment require entering the property, or could this have been carried out from externally?
 
Ideally access to the property would be granted in order to confirm floor heights, buttressing walls, removed walls, chimneys etc etc. Otherwise assumptions have to be made. Who is the advertising company?
