Radiator no isolation

We’re selling our home and the buyers’ survey came up with the following which they’re requesting we knock money off for. Please can someone explain this in layman’s terms? The radiator works absolutely fine.

“the report states the below and shows image of disconnected pipework with no visible isolation hence our query.”

1. If the radiator works fine and there is no leaking water, then there is no issue.
2. Very hard to tell from the photograph, but it looks highly possible that the white "cylinder" at an odd angle below the radiator valve is not the pipe itself but a decorative white plastic cover which has become dislodged.
3. Given the above, not something to even consider reducing price for.

If it works fine it clearly isn't disconnected. Sounds like the surveyor is trying it on. Perhaps the valve allows both flow and return at one end. Can you post a pic from above, and of the other end of the rad?
What is a "dated plinth radiator", does it mean old-fashioned? If there's some rust, why not get a tin of Hammerite rad paint and touch up.

Thanks everyone! Yes it’s just a (wonky) plastic cover to hide the pipe. The cable on the floor is just an extension lead we were using at the time. We rung the surveyor in the end to try and work out what it meant and he looked back and said he made a mistake! Mistook the plastic cover for a disconnected pipe! Hope he didn’t make any other mistakes!

Yup ...first of all it's not 15mm pipe, it's 10mm as suggested. Muppets .....

Cant zoom into the pics to see what that pipe heading right out of the valve is, is it maybe a drain off? Can you give us a closer up pic of the valve and one from end on and we should be able to say for sure what it is.
