I would imagine someone got paid a lot of money for this.

The problem with plumbing is we now have flexible pipes of every description.

Using them correctly is sometimes the right option but to many pretend plumbers can get a job done, get paid, never to be seen again.

I'm not just talking this job but many others that I see.

The likely reason that the leak I was there to find and repair was this that the flexible multiquick was sagging. Hence the weight pulling away from the seal from the pan.
 
Given the choice I would have sorted the cold supply to the cistern. But then where do you stop? The complete bathroom was a knock up.

Mechanical fittings and service valves should alway be accessible.

The flexible pipe to feed the cistern is excessively bent and along with the isolation valve boxed in so no access without ripping the boxing off and chucking it away.
