The black bolt is metal, but maybe something pure metal not possibly painted?Does the black wire also go to the dash cam?
Is the screw it has been connected to really grounded to the car chassis?
I may be wrong, but it looks as if it is only going into plastic - have you checked the output with a multimeter?

As above, without a ground connection, that doesn't prove the multimeter is broken.I've attempted to use a multimeter but it shows no power coming out of any of them so just assumed the multimeter was broken

Shouldn't that be continuity and not voltage or have I misinterpreted?With camera set to on, with you multimeter check for voltage between that bolt/terminal, and the metal outer sleeve of your ciggy lighter socket. If you have no ciggy lighter socket, then use the battery negative terminal instead...
If there is voltage, then the bolt /terminal is not connected to chassis.
Yes, definitely.It does look like you tried to earth it to plastic and not the chassis .
Simplest thing would be to test the multimeter by setting it to Dc volts and connecting leads to + and- terminals on a dry cell or your car battery.I've attempted to use a multimeter but it shows no power coming out of any of them so just assumed the multimeter was broken
