After posting that query, I realised it is a scam! The importer still pays the tariff and has to pass it onto the consumer in order to maintain their margins.
That's how the current system works, the importer pays tariffs/duty and passes it on to the consumer obviously. Looks to me like they're looking for a way of charging the tariffs to the exporter instead, or even the country of export.
Not enough detail out there at the moment. Might be very costly to implement.

In fairness, he doesn't really need to, I'm sure he'll have someone at the Treasury who does.
Sure, the exporter would need to recover the cost in the price which still impacts on the end user, charging the country direct?, can't really see that either and all prohibitively expensive to administer.

For a country that can't manufacture its own equivalent product for less, tariffs don't work.
I don't know how much he actually meant it, however Trump mentioned something in his less formal speech earlier today re how it would be good for Republicans and Democrats to start agreeing on at least some stuff. He went on to mention how there's been almost zero of that in recent times.The Democrats should have upped their game then. But they do, if you have your own steel manufacturers and the Chinese are dumping their over production into the market at cost or less, not only do they work they're essential.
The EU are far more protectionist than the US has been to date, that may change with their South American trade deal that EU farmers are so concerned about.
