After posting that query, I realised it is a scam! The importer still pays the tariff and has to pass it onto the consumer in order to maintain their margins.

That's how the current system works, the importer pays tariffs/duty and passes it on to the consumer obviously. Looks to me like they're looking for a way of charging the tariffs to the exporter instead, or even the country of export.
Not enough detail out there at the moment. Might be very costly to implement.

Whichever way they try it is nonsense. If they find a way to make the exporter pay, then the exporter will just raise their prices accordingly. It is a zero sum game. Maybe Trump doesn't really understand how tariffs work?

The problem with the current state of politics is people don’t realise the damage having a person so morally depraved in a position of power does to society.

The Democrats should have upped their game then. A bunch of champagne socialists who didn't even seem to give the appearence of trying to appeal to ordinary Americans.

I really don't care if its republicans or democrats in power over there. It's just those fawning over the convicted felon and adjudicated rapist that I don't like to see.

Sure, the exporter would need to recover the cost in the price which still impacts on the end user, charging the country direct?, can't really see that either and all prohibitively expensive to administer.

For all Trump's talk about tariffs, it's really a marginal policy. He's inherited an economy in very good shape, and even if tariffs mess things up a bit, nobody's going to really notice.
 
In fairness, he doesn't really need to, I'm sure he'll have someone at the Treasury who does.

And if they have the courage to be truthful, they will tell him it's nonsense. It's the equivalent of the policy to get Mexico to pay for the border wall he used to great success in the 2016 election.
 
For a country that can't manufacture its own equivalent product for less, tariffs don't work.

But they do, if you have your own steel manufacturers and the Chinese are dumping their over production into the market at cost or less, not only do they work they're essential.
The EU are far more protectionist than the US has been to date, that may change with their South American trade deal that EU farmers are so concerned about.

Don't get me wrong, free trade is good, but without any form of control whatsoever?, that's the western world *****d.

I don't know how much he actually meant it, however Trump mentioned something in his less formal speech earlier today re how it would be good for Republicans and Democrats to start agreeing on at least some stuff. He went on to mention how there's been almost zero of that in recent times.

Which is why I said "for stuff you don't produce (likely cheaply enough) ".

And, there comes a point where, even for stuff that you do produce, it is stupid to make a cheaper imported alternative so expensive as to make your own inferior product "competitive".
That is just "lose, lose".

Although stuff that is strategically important, such as steel, it makes sense to protect your own interests.
But Agent Orange's bluster was to "tariff the bejeezuz out of everything": which for non-vital shoite - like MAGA hats - is beyond dumb.

Some of the things he comes out with are beyond irony. In Biden's presidency he repeatedly forced Republicans to kill legislation they actually agreed with and wanted to vote for, just to make Biden look bad.
