Potterton Combi Low Pressure

Hi, we have a Potterton promax combi, currently displaying E119 low system pressure.
In past have just turned the handle on the filling loop to re-pressurise system.
On this occasion nothing at all happens when turning handle. Any advice please?

Are you turning BOTH handles on the filling loop? (both sides of the filling loop are currently closed)
