Isn't the real question how many extra came because of Blair's decision. Is that number quantifiable.

And how many extra came during that time and never went home?

It looks like we could have delayed for 7 years and that roughly 100,000 came every year during that period.

In the early years, it was a little over 100,000 over two years.
Later years it was about 100,000 each year.
The end of the 7 year hiatus would have ended in 2011.
So assuming your assumption to be correct, it would have menat that an additional 700,000 came to UK due to the decision in 2004.

And ReganandCarter and fillyboy thinks it was millions.

In addition:

At the time, Labour’s decision was largely uncontroversial and met with bipartisan support in parliament.

While Britain confirmed the decision in late 2002, most other member states did not make the decision until early 2004. The UK economy was booming at this time, leading to demand for workers.
