If they opened fire on an inflatable full of unarmed refugees, (which is the original scenairo) it would be considered a reckless endangerment of life.

- Vessel not coded for commercial use
- Skipper not commercially endorsed
- vessel not registered
- unsafe vessel
- no life saving equipment
etc.

thats without getting in to the immigration and people trafficking offences.
